Municipalities´ collaboration with the private sector in the implementation of the introduction programme
This report investigates collaboration between the public, private and voluntary sector within the introduction programme in Norway. The aim is to generate knowledge on how actors from the private and voluntary sector can contribute to the introduction programme and help newly settled refugees obtain basic qualifications to enable them to find work, engage in society and achieve economic independence in the longer term. This includes how for-profit and non-profit actors can both deliver services and provide supplementary measures. The report rests on a comparative literature analysis, focus groups and interviews with public employees, for-profit and non-profit actors, and participants in the programme. A main finding is that collaboration between the public, private and voluntary sector requires stronger coordination efforts, facilitator competence and meeting points between the involved actors. Comprehensive collaboration between the public, private and voluntary sector in the form of co-creation is likely to result in a more coherent and efficient program for the individual participant than less comprehensive models of collaboration. The report also identifies important components of well-functioning collaboration.
